Toulouse receive severe punishment for salary cap breach

The European giants, who have just celebrated a fourth consecutive French title, were found guilty of exceeding the Top 14 salary cap in three of the past four seasons.

Despite the scale and repeated nature of the breaches, Toulouse will not face a points deduction, have any titles stripped or suffer any other sporting sanction.

That is because the National Rugby League's disciplinary committee was limited to imposing financial penalties.

Following a hearing on May 26, Toulouse were found guilty of exceeding the salary cap during the 2021/22 campaign and the title-winning seasons of 2022/23 and 2024/25.

They were also punished for “breaches of the general obligation of transparency and cooperation” between 2021 and 2025.

Given the extent of the offences, Toulouse can count themselves fortunate that the punishment will only hit them financially.

The club have seven days to appeal the decision.

The salary cap disciplinary committee fined Toulouse €1.83million for exceeding the cap.

A further €1million punishment was imposed for transparency breaches, with another €50,000 added following the revocation of a previously suspended sentence.

The total falls narrowly short of the record €3million fine handed to Montpellier in 2020.

One of the violations reportedly concerns image rights contracts involving France back-rower Anthony Jelonch and Toulouse sponsor 3S-Alyzia, an airport services company.

According to French newspaper L’Equipe, such an arrangement is prohibited under the competition's salary cap regulations.

Another breach concerns French championship bonuses paid to four players.

Those payments could not be excluded from the salary cap calculation because they were reportedly agreed between the club and players after the final had taken place.

This is not the first time Toulouse have faced scrutiny over their finances.

The club previously received a suspended fine following Springboks winger Cheslin Kolbe's departure to Toulon.

In 2025, Toulouse also paid €1.3million to settle proceedings surrounding the transfer of France international full-back Melvyn Jaminet from Perpignan.

However, despite repeated issues and a punishment approaching €3million, Toulouse's dominance on the field remains completely untouched.

For a club that has just won a fourth straight French title, that will feel like a very lucky escape.
