Statement: World Rugby issue updates on Darcy Graham and Jasper Wiese bans

An Independent Foul Play Review Committee (FPRC) has reviewed incidents involving Darcy Graham (Scotland), Ionut Alexandru Harasim (Romania), and Jasper Wiese (South Africa) after a weekend of Summer International drama.
Chaired by Roddy Dunlop KC (Scotland) with former Wales internationals Jamie Corsi and Olly Kohn, the panel operated under World Rugby’s new fast-track sanction system currently on trial during the July Internationals.
Here’s what went down:
✅ DARCY GRAHAM (SCOTLAND) – CLEARED
Graham saw red after picking up two yellows in Scotland’s clash with Fiji – both for technical offences.
The FPRC handed him a formal warning, ruling that the sending off was punishment enough. Graham accepted the decision and is free to play immediately.
? IONUT ALEXANDRU HARASIM (ROMANIA) – BANNED
Harasim was cited post-match for a breach of Law 9.11 (reckless/dangerous play) after Romania faced Uruguay.
The Romanian forward admitted the act was reckless, not intentional, and accepted the charge. The FPRC handed him a three-match ban, reduced to two if he completes World Rugby’s Coaching Intervention Programme.
Matches Harasim will miss:
- ?? Argentina XV v Romania – 18 July
- ?? CS Rapid v CSM Baia Mare – 16 August
He’ll be eligible from 23 August, provided he completes the programme.
⏳ JASPER WIESE (SOUTH AFRICA) – HEARING LOOMS
The big one. Wiese, who was shown red during South Africa’s Summer Series, is being sent to a full disciplinary hearing.
The FPRC has referred the case, and the hearing will be held on Tuesday 15 July 2025.
