Huge changes to the Premiership salary cap have been confirmed

English rugby's belated salary cap revolution will go ahead following a review, according to an exclusive report from Chris Foy for the Mail Online.
Despite a number of owners being cautious about reform, all 12 clubs - along with PRL member Newcastle Falcons - have reached unanimous agreement to implement the proposals

These huge changes are set to go ahead after ex-Government minister Lord Myners CBE recommended overhaul of system.
"Sportsmail understands that PRL will publicly announce this week that the report has been fully approved, although there were actually 52 separate suggestions within it," wrote Foy.
"The next step is for the clubs to work in partnership with the RFU and the players' union, the RPA, to formulate plans for the logistical implementation of the revised, reinforced regulations."
The incoming reforms which will take effect are extensive; designed to close loopholes and create an increased deterrent.

Among the raft of measures, clubs face being relegated, stripped of titles and suspended from the league for any future cap breaches.
Quins scrum-half Danny Care has said s he would happily share his bank details with the Premiership salary cap manager to avoid the game being "completely abused" again.
"You 100% need to have some transparency. I'd be happy that everything was out in the open.
"This report is exactly what the game needed. The game has been completely abused. All the rules have been abused.
"The stripping of titles for me should have been done as well. If you're caught cheating in a year you win a title, they're forever going to be tainted."
