World Rugby Chairman  said, 

“If we are to become a truly global sport, we must create greater relevance, opportunity and competitiveness to attract new fans and grow value.” 

The tournament’s structure and timing now better reflect current global rankings, thanks to a late pool draw in December this year made possible by reforms in 2022.
